Under the general direction of the Chief Legal Counsel, the Attorney IV is responsible for the most difficult, complex, and sensitive legal work for the Commission on State Mandates (Commission) and is an expert in state mandates law. The Attorney IV is assigned issues and projects that have significant fiscal impact on the State and on local governments and which regularly address Constitutional issues of first impression. The Attorney IV must be capable of functioning independently and reliably under great pressure in sensitive situations and addressing new and complex areas of law and be able to complete the work required within strict time requirements or on an expedited basis with minimum supervision. The Attorney IV may also be relied upon to directly advise the Executive Director and the Commission and to act as Chief Legal Counsel in the Chief Legal Counsel's absence. This work requires expert knowledge and experience with a number of complex legal issues relating to state mandates law which must then be applied to various other areas of the law in which the Attorney IV may have no prior experience - therefore the Attorney IV must be an expert in mandates law, comfortable with continuous learning of other areas of law, and have exceptional legal research skills.
The Attorney IV may serve in a lead capacity in assigned project areas, reviewing the work product of other attorneys, and providing training and consultation to Commission staff, as well as staff of state and local government agencies, including other attorneys.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.
Salary Range: $11,644 - $15,627 per month
